Tallinn:
Vapiano
Paat - it has a nice view, located next to the sea
BabyBack - good meat, pizzas...
Boheem - cheap and cozy + good, good food

Pärnu:

Tartu:
Werner - amazing cakes and pies in the cafe + a restaurant upstairs
